Does rotating affect the file's quality?

No — pages are rotated as a display instruction, not re-drawn, so there's no quality loss.

Can I rotate just one page?

Not directly. Use Extract PDF Pages to pull that page out, rotate the single-page file, then join it back with Merge PDF.

Will rotating make the file bigger?

No. The rotation is a small instruction stored in each page rather than a redrawing of it, so the file size stays essentially the same.

Why does my PDF still look rotated in one app?

A few readers remember their own view setting for a document. Close and reopen the file, or check it in a different reader — the saved rotation is in the file itself.
